  1. I am in China right now.  In some schools learning English is required.  Many of the public schools don't have qualified teachers to teach it.  Your private schools often have your foreign teachers.  They often, but not always, do a better job at it.  However, I have seen many people whose first language is not English do a good job.

Private school tend to require it more than public schools, and some private schools seem to care more or less about teaching English than others.  Many language schools exist, and many people send their kids there after the regular schools are out or on the weekends.  Others hire private tutors to help increase English skills.

Whatever the case, if you don't know Mandarin and English in China, you'll find yourself locked out of a job pretty quickly!
