Is the Federal Government's funding of the Interstate Highway System valid under the US Constitution?

It isn't in Article I, Section 8 of the Constitution. Thomas Jefferson and Alexander Hamilton expressly rejected the notion of the commerce clause being used to justify Congressional funding of infrastructure. FDR and Eisenhower used the rationale of Defense Powers for building the highway system but, is it that really a valid rationale?

    The Constitution is a flexible document designed to meet changing needs,,,Jefferson and Hamilton did not have any concept of the need for infrastructure demands of the 20th and 21st centuries
