  1. Its not forbidden.I went to see it last year and its like a place for tourist to go see but I don't think you're actually allowed to go inside it but you can look at it from the outside.

  2. The Forbidden City (or The Purple City or Citadel as it is also known) is being slowly renovated by the Vietnamese govt under the guidance of UNESCO World Heritage organisation.

It is no longer lived in if that is what you mean, it is basically now just a tourist attraction. In my opinion not really worth visiting unless you happen to find yourself in the city with nothing to do - (a trip down The Perfume River & Thien Mu Pagoda near Hue are better tourist options).

  3. you can go inside and tour around to your hearts content.  best to hire a guide to show you around as there's too much history to read about and it's better and more interesting to interact with a local guide.

it's not abandoned, but mostly in ruin from neglect and wars.  the govt are repairing the whole place, but very slowly, and they aim to use traditional methods.  it's part of UNESCOs world heritage listed sights.

if you've been to the forbidden city in Beijing then try not to compare them when you visit Hue.  China's is in almost perfect condition compared to Vietnam's (which is modelled on the Chinese version).  but it's still worth a visit.
