Northern Georgia is still considered to be in severe to extreme drought condition.  The "H" indicates that it is of a hydrologic nature, which typically means that area lakes are still well below normal levels.  Hydrologic drought usually takes a long time to develop, but also takes a lot of precipitation to come to an end.
