Is the Impala 94-96 a good car for a 18 year old?

i am about to buy my first car but I am not sure what I want but I am looking for something fast and reliable. How much more are the "SS" versions of the Impala?Would other cars can I suggest?

    First time drivers usually have much higher rates than others. And it depends from car.

    As I remember Impala is expensive to insure.
