All lotteries are a scam.

Just look at how much they take in compared to the winnings they pay out. Any Las Vegas casino offering the odds of any state-sponsored lottery would go out of business in a day because the place would have only one winner amongst hundreds of customers.

States will use the Lotteries to generate money. The know that they can't  generate money by getting it from the wealthy, and they know that they can't generate money by reducing social programs from the poor, so they generate money by giving the people the Lottery.  States who have The Lottery do pay out Millions, but they take in Billions.  Lotteries are really a suckers bet, and you'll never see the wealthy people lining up to play.
