  1. I think, except for the Garden District, much of the city is pretty poor, though it does seem the Lower 9th Ward is the poorest of the poor.  Something like 80%of the residents are renters- very few people own their own home in that city.

  2. The above answer is incorrect. There are many nice middle class and rich sections of New Orleans. They include New Orleans east, most of mid city, the garden district, the holy cross neighborhood, gentilly, and many more.

The 9th ward is historically the most crime ridden area that the city has ever had. Most of the crime that happened during the early 90s in New Orleans happened in and around two housing projects located in the 9th ward. One was known as the Florida Projects, and the other was known as the Desire Projects. The Desire projects was pretty much a neighborhood all its own, because it sprawled over a very wide area. It was the city's most crime ridden housing project till it was torn down several years ago.

New Orleans is pretty much like any other city in the United States; It has rich and poor sections in town. Most of the poor sections are located near housing projects(with the exception of the Hollygrove neighborhood) and these areas include the central part of Uptown known as Central City(home of the Magnolia, Calliope, and Melphomine projects), Downtown (home to the Iberville and Lafitte projects), Mid City(home to the St. Bernard projects).

As of recently, most of the violent crime that has happened in New Orleans occurs around the Central City neighborhood.

And remember, its not about what neighborhood is more dangerous than the next in a city. Its about how you carry yourself.
