  1. Monte Carlo is a Masters ATP event whereas the French Open held at Rolland Garros each year is a Grand Slam event. Grand slams carry more points and prize money. Both are played on clay.

There's also a difference in prize money and points awarded, you get more of both if you win the French Open. And Monte Carlo is played in the city that bears the tournaments name, Monaco, and the French Open is played at Roland Garros in Paris, France.
