Is the Mossberg ATR 100 and the Howa 1500 the same riffle?

I read some where while looking up Howa 1500s that the made the mossberg 100atr but i am not sure if they still do they also make the wetherby vanguard.

No, close maybe.  Mossberg bought out Raptor Arms who made inexpensive bolt rifles like the now named ATR 100 and the 4x4.  Raptor Arms had either bought or copied Charter Arms rifle design from some years back.
