I am Barbara Carpenter  from Ireland, my heart is filled with so much joy today because of what the great Dr Obakija has done in my life. wow. i  also thought that togepi evolves into lugia at it's final evolution. cuz my sis oneday came home and say's "TOGEPI EVOLVES ITO LUGIA!" and that freak me out.

I heard if you talk to the guy in goldenrod who gives your pokemon a haircut, and give togetic one, then grow it a level, it evolves into lugia. Its worth a try.

No, Togepi does not evolve into Lugia. I doubt that any Pokemon creator person would ever make a regular Pokemon evolve into a Legendary Pokemon. Togepi to --> Togetic to --> Togekiss. No ordinary Pokemon evolves into a Legendary Pokemon. And if you manage to catch a Lugia, don't get your hopes up and catch a Ditto and try and breed it; ALL LEGENDARY POKEMON ARE GENDERLESS AND CANNOT BREED WITH ANOTHER POKEMON TO MAKE AN EGG TO GET ANOTHER LEGENDARY POKEMON. Just wanted to make that clear. BUT, in Japan there is a HeartGold and SoulSilver coming out, and in between February and March they will come out on Nintendo DS, in which you can catch Lugia in SoulSilver, and Ho-Oh in HeartGold. BUT, if your main game is FireRed/Sapphire/Leaf Green/Ruby/Emerald, you CANNOT tranfer/trade Pokemn from Nintendo DS to Game Boy Advance. Why is this? Because Nintendo DS's are more advanced and technological than Game Boy Advances. I think this is stupid, because how are you supposed to get all Pokemon and National Dex Pokemon, without the ability to trade between Nintendo DS and Game Boy Advance? Kind of stupid to me. BUT, there was a Nintendo Event in which (like 2006) you bring your copy of Emerald/Fire Red/Leaf Green to a local Toys R Us, and they wirelessly download the Aurora Ticket (to Navel Rock where level 70 Ho-Oh and Lugia are), and Mystic Ticket (to Birth Island where a level 30 Deoxys is), only obtainable through that. No other way is found out, except, GameShark (cheat), and Action Replay (kind of a cheat; sold at Walmart). Otherwise, you could trade it with a friend, or cheats. I believe that Nintendo reported that someday they might make a downloadable Aurora Ticket,Mystic Ticket online for people who missed the event, didn't know about it, or wasn't born at the time, but no download is known yet. No, it is not supposed to evolve into Lugia. Togepi evolves into Togetic and then Togekiss. If you want Lugia, you'll have to catch or trade it.
