Yes. My car tax expires on 31 Dec and I always purchase it on that day (provided it is not a Sunday) before travelling to see my Gran to celebrate her Birthday (on Dec 31).

Some of the smaller branches may not be open and the hours may be reduced but as a rule they are open on Dec 31.
