Is the SAFP(Substance Abuse Felony Program) worse than actually going to TDCJ?

My husband had the choice of accepting SAFP or going back before the judge, he opted for SAFP, but now I'm finding newspaper articles that say that SAFP is basically psychological torture. Any help is appreciated.

whatever keeps  your hubby clean and off drugs. maybe it actually works.
