Is the borders open for traveling leaving from Texas, to drive through mexico, trying to get to belize

Yes, but you must pass thru US and Mexican Immigration and Customs at the border.  Both leaving and returning.

If you are a US citizen, you'll need a passport or Original Birth Certificate with Stamp/seal and State Drivers Licence/Photo ID.. if you are not a US citizen, you will need your passport and Visa if applicable.

After Dec, 2007, everyone will need a passport.
