Is the Toyota Segway classified as a motorcycle or a scooter and will you need it licensed?

It's in the same class as a skate board with handlebars (scooter).

No license required to operate one.

Depends on the state.  In California, any motorized vehicle that operates on public roadways must be operated by a licensed rider.  It will most likely be classified as a scooter.  The question will become if it will be allowed on sidewalks or not.

I hope they do or there will be millions of little kids running around on them that have no idea to the rules of the road. All they know is go.   It is still a concept and has not been classified yet so no one knows if you need a license. Remember a great many of the  people who answer here are under 13
