Is the Turkish birth certificate same than the Turkish ID card? My fiance need it to get married ..........?

.... with me, but gorvernment is asking for his birth certificate too and he donest know if the ID card can work like that

An id card is not the same as a birth certificate.  The birth certificate will state the country of birth (an id card does not) thus proving citizenship of the individual.  An id card does not do this.  In this case, no, an id card cannot be used in lieu of a birth certificate.
