Is the UN as impotent as The League of Nations was?

No, the UN has accomplished a lot more than the League ever did.  

I like how the US, the most powerful nation in the world, acts like a 5-year-old baby when they don't get their way in the UN.

I don't know if impotent is the word, they are/were both worthless.  I think the UN is probably more insane.  Putting hellholes like Syria on human rights commissions, etc.  

Did they ever pay that outstanding rent bill to the landlord (the U.S.)?

The UN is the prime example that the bigger government gets the worse it is. UN peace keepers couldn't stop a school yard fight between third graders.
