Yes, I've met several people from Africa who have gotten their visas through the lottery.  

Be careful, though, because even if you "win," you still might not get it.  My husband's cousin won the lottery, but because he'd recently had a vacation, he didn't have the finances available to prove that he'd be able to survive until he got a job.  So he didn't get it!

yes if it was done by the govt website.if you enter through another website they may just take your money and not even enter you.
