By its own rules, yes.

Considering we haven't figured out things like dark matter, and its influence on the gravity of galaxies, our formulas have some catching up to do.

We can't figure out the black hole paradox, either.  Hawkings shocked the world by revising his black hole theories - so either black holes are an imperfection in the universe, or they're a part of the perfect plan that we just don't understand.

Perfection is a concept which does not exist in reality.  No perfect anythings have every been found in the universe, so how can the universe itself be perfect?

It is imperfections which drive things in the universe.  If the cosmic microwave background were perfectly homogeneous then galaxies, stars and planets would have never formed.  Imperfections in biological reproduction creates new species.  So thankfully NO, the universe is not perfect, just like us.

Yes, it's a perfect Universe.  In fact, by definition, it's the only perfect Universe.

If God is defined as a perfect being, and the absence of existence is a flaw, then God obviously exists. A perfect being wouldn't lie to us, and God said she inspired the Bible, which says that she made the Universe, and as a perfect being, created a perfect Universe.

The obvious followup question is "why is there evil in a perfect Universe?".  Sorry, you only get one question.
