There world wide but you have to have the friend code so you can battle,talk, or trade with someone around the world like I have a friend that lives in Switzerland and I live in the USA and we trade and talk.

Some Places You Don't Need Friend Codes Like The GTS (Global Trading Station) It In Jubilife City To The Left Of The Pokemon Center. And The Battle Tower.
