  1. I believe that the answer to this question is an opinion not a

fact. This is debatable. On one hand, Yes, word play is cultural, in order for word play yo work youhave toget into their brains. You have to be on the same page as they are, which would be cultural. On the other hand, word play has the same stradegies every where. You use the same tools every where, just differant slang. If you have a love for words, the love for words should eventually get you into cultures, everyone speaks differant.. For example, people in the northern U.S. have a slang word "youens" as to where people in the southern part of the U.S. normally say ya'll. In conclusion, this a huge debate and a great question.

  2. The concept of wordplay itself isn't cultural, but the manner of wordplay is.

In other words, every culture has wordplay but when engaging in it people will use terms and phrases specific to their own culture that someone from another culture may not be able to understand.

Ex: Phrases like "he/she bought the farm" or "it's like shooting fish in a barrel" are commonplace in American society so most in the United States understand these phrases but if you were to use these terms with someone from another part of the world may have no idea what you are talking about.
