is it true that the age of people what want to start driving is changing from 18 to something to an older age (in the UK)

The minimum age to drive a vehicle in the UK depends on what vehicle type it is.  Under most circumstances, the minimum age to drive a car or motorcycle is 17, but some larger/heavier vehicles may be 21.
