  1. I've not heard of hemisphere being used like that, although it logically could be.  It's in east Europe, and that detail may be of help.  If compared to phrases like 'the far east' from a European perspective, that would make it western.  However, your answer would depend upon where you're comparing it with.


  2. Eastern Hemisphere

    The Eastern Hemisphere starts at the Zero degree meridian which travels through Greenwich, London.  Everything east of that until you reach the international Date line is part of the eastern hemisphere.  Everything else is west.  Moscow is east.

  3. Since all of Russia, except its easternmost point, is in the Eastern Hemisphere, it's capital Moscow is in the Eastern as well.

    Moscow is specifically located at 55° 46' N 37° 40' E
