It is for dine-in guests.  Strange that it doesn't really say you have to purchase a meal there but I presume they expect you to.  But I may be nitpicking.  Here is the link for you.

Although as another person mentioned, it's actually $1.50 not $1.99.  So even better.  Sounds like a good plan for tomorrow night.  The promotion does mention it is for dine-in guests only and that it is limit one per person.

I wouldn't call it "giving away..."  for a buck/99. (oh, excuse me $1.50)   That's a "discount" on the original cost.
