  1. You will only need to pay one time if you get one of the coupon eligible converter boxes.  That's what's really nice about free over the air TV.

The converter boxes will not allow you to rewind TV; you need a DVR to do that which is, as you said, a separate issue.  Good luck!!

  2. A converter box, or digital converter box for it's full discription, is used to convert the digital off-the-air signals of your local TV stations.  It has nothing to do with "rewinding" TV.  There is no charge for use.  Just the initial cost when you buy it.  Don't forget to use the $40 coupons you can get for free to reduce the cost of the converter box.  See the link below.

As you probably know, all TV transmissions will be digital by Feb, 2009.  A standard TV will not be able to receive these signals.  The options are to buy an expensive digital TV or one of these inexpensive converter boxes.  You just disconnet the antenna from your TV, connect it to the input of the converter box and connect the output of the converter box back to your TV.  You may need a better antenna as a digital signal needs to be a little stronger than the old analog signal but you will be able to watch TV without spending hundreds on a new TV set.

I've found that the picture from the converter box is better than the picture I got from analog signals.
