Is the death of Baron "Scooter" Pikes another police brutality incident?

Is a police protocol on how many times you can taser someone? Since the medical examiner found no PCP or crack cocaine in the victim, he wasn't 'hopped up' on drugs.

The cops though that the guy was resisting after 7 times being tased because he was still twitching. If you ask these cops on here they know our civil rights better than we do. So the cops though Scooter did not have the right to twitch when he had 50,000 volts going through him.
