  1. The fastest pools have the least turbulence. Turbulence pushes swimmers around and slows them down. The cause of the turbulence is the swimmers themselves, so the best pool design is one the that dissipates the waves that the swimmers create.  

    If a pool is shallow, waves bounce off the bottom and back at the swimmer. The deeper the pool is, the weaker the reflecting waves off the bottom are. Studies they've done in hydrodynamics indicate that once the pool is over 2 meters deep, the reflecting waves really have no impact on the swimmers. Going one step beyond, recent world-class pool designs (including the Beijing pool) have been 3 meters deep.
