it means you show love to someone when they have something you want.

i.e. a cat sitting on your lap when you have food and hissing at you when you want to stroke it with-out food.

or...

a child hugging their mum to get some money when they don't usually show their mum any affection.

It's just showing someone you love them when you just want something they have.

Cupboard love is a theory of attachment in psychology and is a concept that is somewhat unsupported by some cruel psychological experimentation done by harlow :

baby monkeys were given a choice of a mother doll that was just a made of wire with a scary head that gave milk, and another mother doll that was soft and cuddly but that didn't feed them. The monkies chose the monkey with cloth but no food and would often strave themselves if they couldn't reach the wire mother from the cloth mother.

This experiment rejects Freud's belief that attachments are formed when feeding practices reward the infant and encourages it to stay close to the mother. The monkies in Harlow's experiment however chose comfort over food in the majority of cases, attaching to the doll with no milk to offer.

The main theory behind cupboard love, even with the above evidence that rejects it, is: infants attach to those who satisfy their need for nourishment, associating their caregivers with gratification. Caregivers = condition reinforcers, which is when the infant learns to go to that caregiver to satisfy their needs which over time will turn into a feeling of security when around the said care giver.
