  1. elasticity is a generic term than can be applied to economic as well as material sciences.

    Basically, elasticity is the response of one factor to changes in the other.  In your example, the material (Y factor) is responding to stresses (X factor).  The more readily the material responds to changes in stress, the more eleastic the it is.

    I believe it is quantified by the ration of the change in the material divided by the change in the stress.

    So, in one sense, the answer to your question is yes.
