Yes, it is.  Because they are the selected 11 who represent nation.  We can't send whole the population to represent the nation.

11 individual may fail but the consequence of the failure does not matter if it is going to affect them as individuals. As the representatives of 11 constituencies, if they had failed, it is a blunder and dereliction of duty on their part.
