The mayor is to the city council as the governor is to the state legislature as the president is to the congress?

  1. For the most part, you are right. The Mayor functions as the executive, like the President/Governor serve as the executive. And the City council is a representative body, much like legislatures and congress. However, the processes, powers, and authority of each vary widely. And honestly,  most municipalities in America do not in fact have a mayor or city council, but are run by a Board of Selectmen and town administrator and then a town meeting (almost like direct democracy)


  2. Yes. However, the 'underlings' can out vote the top man/woman.

  3. Mostly true, but not completely. Cities have a variety of different structures which cannot automatically be compared to the structure of state governments and the federal government. Indeed, some cities do not even have a "mayor." But the structure of your comparison is basically correct.
