For the most part, you are right. The Mayor functions as the executive, like the President/Governor serve as the executive. And the City council is a representative body, much like legislatures and congress. However, the processes, powers, and authority of each vary widely. And honestly,  most municipalities in America do not in fact have a mayor or city council, but are run by a Board of Selectmen and town administrator and then a town meeting (almost like direct democracy)
