  10. Absoutely NOT!!

Spain and Mexico are two distinct countries, and Spanish cooking, while it HAS taken on some foods from the New World, has a long history that goes back before the discovery of the New World.  Most traditional Spanish cooking is fairly rich, and tasty, but they don't use a whole lot of flavorings at all.  A little salt and some pepper, onions and garlic, and some dishes, like the traditional paella, have saffron in them.  Parsley, paprika and a few other herbs will show up from time to time as well, but picante, nope.  Not much, and if truth be told, there aren't very many Mexican restaurants in Spain, either.

Just to be clear, most of the rest of Latin America doesn't use as much pepper as the Mexicans, either.  You'll see some in Puerto Rican and Cuban foods, but people from South America have actually been known to talk derisively about Mexicans, calling them "pepper eaters".  It's intended as an insult.
