  1. Unless there is some sort of problem, yes.

If this is so you can make some sort of reservation for

    pickup, or an airline.

Have your travel agent check to see what the recommended debarkation time is.

A ship may say it docks at 8am. If it has to clear customs, it may be 2 or 3 hours before passengers are allowed to get off the ship.

  2. None of them are 100%.  However, they always give enough leeway in their schedule to make up for any glitches.  They are generally pretty close.

  3. Nothing can really be guaranteed 100%.  They may give a time of arrival to port for 8 AM...by the time the customs officials check the manifest, it could be later before the passengers are allowed to disembark.

Sometimes, they get into port early...

For the most part, they are on time.

  4. If you're trying to figure out flight arrangements for your departure from Miami, do not book a flight earlier than 1PM.

This will ensure that you have plenty of time to transfer from the Port of Miami to Miami International Airport, clear security and board your flight.

While the ship is normally on time arriving in Miami (the cruise line has control over that) there is no guarantee how long it will take for Customs and Immigration to clear the ship.  Disembarkation cannot begin until the ship has been cleared.  Sometimes this can go quickly, other times it can take a bit for clearance to be granted.  There's just no way to predict it.
