Yes, in fact if you ever watch Taco Bell food being made, they really don't use too many different ingredients, just prepare them differently.

they are the same , although the chalupa is formed with a crust-like ridge where the gordita is a smooth round ,the ridge  holds all the stuff on top ( like a tostada ) and the gordita is cut open to form a pocket and then filled ( i love chicharron gorditas )

They're the same bread but the chalupa is deep fried whereas the gordita isn't.
