I once thought so until I saw an amputee try to do it.  He was missing his left foot and couldn't put it in or shake it all about.  It was tragic and since then I've sworn off the hokey pokey in favor of the chicken dance.

I don't know why I keep arguing about this.  The refrain doesn't say the Hokey-Pokey is what it's all about.  It says, "You do the Hokey-Pokey and you turn yourself around/That's what it's all about."  In other words what it is all about is you choosing to perform this action, not about this action.  And of course what you choose to do or not do is ALWAYS what it's all about.

Some people do claim the Hokey-Pokey is what it's all about.  They are either kidders or wrong.
