There already is a H2 fuel cell bike being sold in North America; the ENV (pronounced envy).  Funky looking bike!  The fuel cell (the Core) is about the size of a small suitcase and can be removed and used as a portable generator as well.

A bottle of compressed H2 about the size of a water bottle will take you 40 miles.

Sure, it's basically just an electric bike which is fueled by hydrogen instead of batteries.  Electric bikes are legal.
