  1. It depends on what you want to study within Anthropology.  If you're interested in Archaeology then another really strong program is University of Chicago.

Oxford is a great school, but you may want to try to focus on which professors you would like to work with/learn from, then see which schools they are at.  Your graduate advisor will carry you a long ways in the field, and choosing a good advisor is probably the most important thing to look into.

  2. anthropology is really too broad a discipline to have a single best program.  Oxford is certainly a good one, but again it really depends on the subfield.  Cultural anthropology?  Archaeology?  I suppose you prob. mean social/cultural anthropology since you are talking UK systems.  In the US, Berkeley, Chicago and Michigan are really the "classic" anthropology programs.  But you should find professors doing research you are interested in (topical like ethnobotany or growth and nutrition as well as regional) and look to study with them (perhaps not at an undergrad level).

  3. Check departmental websites... Try to match your interests with the research interests of the faculty. The London School of Economics has a very interesting, varied, and practical applied anthropology program: http://www.lse.ac.uk/collections/anthrop...

Oxford of course has THE name and fame... but it's not enough I suppose.
