Is the little hose comming off of the top of my 300ex carb supposed to go somewere?

i tipped my 98 honda 300ex up on the back two wheels and gas started pouring out of this little black hose comming out of the top end of the carb.. i thought this was just a run-off hose or something before so i didnt really worry about it till now. there is also a little thing on the bottom of the carb where it could possibly plug into but im not sure so i need your help.. anythng would be greatly appretiated, thanks.

It is a breather hose running to the carb.  No it is not supposed to be connected.  And yes, it will leak, because the hose brings air into your carb bowl, where the gas sits, so for air to be able to get in there has to be a hole.  The amount of gas that would run out during a wheelie would be minimal though.
