Is the montauk monster just a dog?

it looks just like a dog with the top of its snout decayed, creating the beak. turtles CANNOT come out of their shell ever, at least not sea turtles. it wud be cool if it was some type of undiscovered thing but its really not

does that thing really look like a dog to you? if it's snout is decayed, why isn't the carcass decayed? stay out of the water for awhile.
