Well Fall "falls" in this month, the 21st, or the 20th, whatever, 2/3rds of the way through the month.  If you count by the official terms, then yes, it is mostly summer and a bit of fall.

But if you are going by society, then I would consider it fall.  Kids are back in school, according to America, labor day is the first Monday in September which signifies the end of summer (as Memorial Day shows the start of summer).  In America we usually consider it fall for those reasons.
