No. That's a very persistent recent urban legend with not a shred of truth behind it.

The big rumor circulating about the new $5 bill is that it should be Series 2008, and not Series 2006. This is not true. All of the new $5 bills are Series 2006.

Here is the production figures for banknote production in June 2008. As you can see, no banknotes are currently being produced other than Series 2006.
