When calling via land-line from within USA/Canada, generally Yes.

However, some types of VoIP services do charge for all calls - even 1-800 numbers.  But, if you have an unlimited service, then it is probably free.

Mobile phones may be another story.

If you pay for all outgoing calls on your mobile phone, then you may still be paying for air-time when calling 1-800 numbers.

Or, from pay-phone booth may not be free either.

So, the 1-800 number itself is free, but the method by which you call may not be free....

For the most part...... they are. You should always assume they are unless otherwise specified. (i.e. calling American Idol or some sort that specifies that it's $2.99/minute or whatever amount).

They were originally desidned to be toll free.
