No, the Earth's outer core consists of molten liquid iron, nickel and cobalt.  Eddy currents arise from the spinning motion of the Earth, or the Coriolis Effect, creating the magnetic field of Earth.   This magnetic field or "dynamo" protects us from cosmic radiation, while Earth's atmosphere protects us from x-ray, uv and gamma rays.  Cosmic radiation consists of galactic, solar, extragalactic, ultra high energy, and anamolous rays.  It also protects any water from being photo-dissociated by solar uv, a process which strips hydrogen from water molecules, while the solar wind blows it off into space.  Mars once had flowing rivers, but lost all of its water due to this process.

    The magnetic field of the outer core is estimated to be on the order of 10 Tesla, or 100,000 gauss.  The magnetic field on the surface of the Earth is only 0.5 to 2.0 gauss, because flux varies as the inverse CUBE of the distance, while gravity varies as the inverse square of the distance.  Mar's dynamo is defunct, and would have to be re-activated to make it habitable.  Inserting a Superconducting Ring between 2 to 14 Tesla, depending on how much iron/nickel/cobalt is in the core to begin with, would create a magnetic field on Mars,.  Advances in Superconducting materials, such as Iron doped with Arsenic may make this a reality someday.
