Is the philippines still allowed to borrow money from the world bank?

I have been to Philippines 3 times. I was told that Mr. Marcos screwed THAT up permanently and that Philippines hasn't got too much money since then. I could be wrong about that. Marcos pocketed a LOTTTTT of money and laundered it into Swiss accounts. His family is STILL reaping the benefits, including the Old Lady Marcos (Imelda).....I saw a show on TV years ago called "Marcos Millions" which detailed how he did it over the course of 20+ years. That guy was CORRUPT with a capital letter C. It didn't much help the image of Filipino corruption when former president Estrada was tried and convicted of corruption and NUMEROUS other charges, and THEN "pardoned" by the present President of the Philippines (Arroyo).
