  1. It depends on what you think are the responsibilities of the community.  Some people believe that the community doesn't owe anything to individuals. I personally believe that it's a community problem.  

    I believe that it is the responsibility of the local community to support the safety of women and children, so when homelessness is caused by domestic violence, it's a community failing.  I believe that quality health care should be available to everyone, so when homelessness is caused by mental illness and untreated substance abuse issues, it's a community failing.    When local employers all agree to not hire people with less than perfect pasts, there is a problem in the community.

    I think that the problem of homelessness can be combated by having different members of the community come together and discuss the issues of homelessness, and how they as a community can address those issues.  A task force would be a good idea.


  2. Ideally, I say it is both.  There are times when market forces just force people out of their homes.  Loss of a job, severe illness, etc.  If someone is trying on their own to rectify a situation that happened unexepectedly to correct the problem then i want to help.  If they stick their hand out, and say gimmee without helping themselves then I'm less inclined to offer community resources.  Guess as long as someone wants out of their situation, and is willing to accept advice and conditions of help i'm ready to help.

  3. It is a community problem, because they are in most all communities in this country. Their are agencies and Church's and other organizations that help in this area. It is a sad thing , not to have a place to call home.
