  4. In theory she is not but money and influence can get you out of anything.

    The whole legal system is run in her name and in theory she is the prosecutor in all criminal cases therefore she would have to prosecute herself.

    "The common law holds that the Sovereign "can do no wrong"; the monarch cannot be prosecuted for criminal offences. The Crown Proceedings Act 1947 allows civil lawsuits against the Crown in its public capacity (that is, lawsuits against the government), but not lawsuits against the monarch personally. The Sovereign exercises the "prerogative of mercy", and may pardon offences against the Crown before, during, or after a trial"

    There is no Queen of "England".  England ceased to be a kigdom in 1707 under Queen Anne's reign.  The kingdom of England (covering England and Wales) combined with Scotland tto be come a SINGLE kingdom of Great Britain and seh was Queen of Great Brtain and Ireland.  Under George III in 1801 these two kiingdoms joined to become become the SINGLE kingdom of the United Kingdom which now is Great Britain and Northern Ireland.  The constituent three nations and one province have their own governance now but it is still one kigndom.
