  1. yes - a firm internal market outside of the common market would not work. the economic policies differ too much, the liberalised highly capitalist and competitive economies of the UK/ ireland/ the netherlands etc will not work with the more socialistic left wing protectionism practiced in France etc.

    i.e. french companies often invest in the UK but it is very difficult for british firms to buy or invest in french firms


  2. ACTUALLY (the previous answerers did not seem to know very much about),

    the EU is a market which on numerous points is just as integrated as the US. It is for example possible to create a company with the same legal basis applying in the whole EU while this is not possible in the US.

    In the US, taxations differ a lot from state to state and you can be arrested for trying to sneak something on which you saved the sales tax by buying in the neighboring state. This does not  even happen in the EU anymore.

    In the US also some states have privatized utilities, some other state run, regulated or not... in the EU all of them are privatized and the network unbundled.

    The EU IS an integrated market.

A strictly internal market.... yes.  There is no way that a group of countries like the EU with a broad range of financial, economic, and strategic goals could do this.  If you wanted to narrow it down specifically, you could try to model something like OPEC.  They all banded together on one commodity (oil) and have basically owned the market since.  This isnt really an internal market per se, but they have the clout and resources to make it that way.  In theory, the EU could make an internal market, but they are decades away from that, and you are correct in assuming that it looks as though its an impossible dream.
