Is the recycling of nuclear fuel still illegal in the USA?

I read a few years ago that it has been illegal since 1977, but has that changed? I cannot find any recent news on that.

The military recycles or downcycles depleted uranium in weapon projectiles due to its strength and density for penetrating armor. Its the only example I know where nuclear waste is used "effectively" again.
