Is the so-called NAFTA Superhighway a crock of hooey?

We already have highways all over the place. Why not run this phantom highway up the east coast where the factories are?

There is no such highway, it is a euphemism for transporting tax free goods from Canada through the U.S. into Mexico, and vice versa.
