  1. Yes its free. You need to pay very minimal amount per semester like, may its 500 euro.

    Also, sweden, finland & germany has the same kind of tuition fee.

While tuition is generally free, there may be a few small administrative costs depending on the university and program.  However, the biggest expense is just living in Norway while you're studying.  And in some cases, university admissions procedures may even require international students to demonstrate that they have a certain amount of funding available to support themselves during their studies.

    There are a number of different universities all over Norway.  Many offer Master's programs taught in English, but most Bachelers's degrees are only offered in Norwegian.
