  1. Green means you go but only if it is safe.

    A green traffic signal is to " Advance " .

    A flashing green traffic signal means you have an

    " Advanced or Extended "green light.

    The traffic against you would have a red stop light at this time and should stop but this is why I said only if it is safe .

    You don't want someone to hit you because they took their eye's off the road for a second do you???.

    Never heard anyone call it "Advanced" or "Advance".

  3. I've seen an advanced WALK signal, when it is displayed before the green light for vehicles (usually they are displayed at the same time).  The purpose of this is to give the pedestrian a headstart in crossing before vehicles can make a right turn into the crosswalk.

    Or it can have an advanced green when it starts earlier than it should, such as when a bus (or emergency vehicle) properly equipped is approaching the signal.
